Founders Landing is a 29-acre parcel of land along the Lake Superior shoreline in the City of Marquette, formerly owned by the Wisconsin Central Ltd. Railroad and acquired by the City of Marquette in 2001 to foster private redevelopment and increased public access to the waterfront. The City, with the support of the State of Michigan, has invested over $11 million in demolition, environmental remediation, and public infrastructure on the Founders Landing property.

As part of the process to encourage private redevelopment, the City identified three specific parcels appropriate for redevelopment and solicited proposals from private developers for consideration of acquisition and development separately for Parcel #1 and Parcel #3. A Request for Proposals for Parcel #2 is anticipated in the near future.

The Landing Development Group, a group of local investors, was selected to enter into negotiations. The Landing Development Group, LLC has acquired Parcel #I and has begun development of residential condominiums. The Landing Development Group 11, LLC, comprised of the same individuals, has a purchase agreement with the City of Marquette and is proposing a substantial mixed use development to include a hotel, retail and office space, a restaurant, and public spaces. Development of these two parcels is known as Project A - The Landing, for the purposes of this Brownfield Plan. Project B - Future Redevelopment will consist of a future private redevelopment on
Parcel #2.

A Brownfield Plan for Parcel #1 was presented to and approved by the Marquette Brownfield Redevelopment Authority in March 2009 and the Marquette City Commission in April 2009, for the primary purpose of qualifying for a Michigan Business Tax (MBT) Brownfield Credit. No Eligible Activities for consideration of reimbursement through tax increment capture were included.

This amended Brownfield Plan adds the balance of the Founders Landing property, including the City owned parcel, Parcel #2 and Parcel #3, as well as the bottomlands area for a public marina, as Eligible Property. The amended Brownfield Plan also includes MDEQ Environmental Eligible Activities on Parcel #3 and MEGA Developmental Eligible Activities on Parcel #3, on City property, and in the bottomlands of Lake Superior.
