Sub-Areas/Character Zones (Transects)

1.  Champion Street Neighborhood

The residential area along Champion Street and Jackson Street

 

Principles

·         Urban Residential form with 2 story buildings

·         Homes are close to the street, many have open porches

·         Good pedestrian environment

·         Garages are to the rear of the principal structures with driveways alongside the home

 

2.  South Marquette Neighborhood Commercial

A commercial and mixed use area along Genesee and Division Streets extending to South Hampton

 

Principles

·         Zero lot line permitted

·         Urban commercial and residential forms

·         Business permitted in new, existing or residential conversions

·         One and 2 story buildings permitted

·         Apartment on the 2nd story permitted

·         On-street parking

·         Parking lots permitted in rear or side of principal building

·         Commercial parking areas should consider green storm water techniques such as rain gardens

 

3.  Division Street Residential & Mixed Use

A unique area of eclectic housing along Division and alleys south of Hampton

 

Principles

·         Urban Residential and Commercial forms

·         Business permitted in new, existing or residential conversions

·         Zero lot line to 20’ setbacks

·         On-street parking

·         Apartments on 2nd floor permitted

·         Parking lots permitted in rear or side of principal building

·         Commercial parking areas should consider green storm water techniques such as rain gardens

 

4.  City Gateway Mixed Use

Both sides of South Front Street and includes developed and undeveloped property

 

Principles

·         Gateway landscaping along the street

·         Landscaping in front and sides of structures

·         Multiple story building permitted up to 5 stories

·         Parking in back or side or integrated into the building

·         Separate pedestrians from traffic with landscaped median

·         Commercial along US 41 (which floors?)

·         Warehousing and general business towards the center of blocks

·         2nd story and above office or residential permitted

·         Require fenestration and windows on large wall areas:  no large blank walls

·         Buildings taller than 2 stories shall have upper stories setback from the ground floor (to mitigate wind sheer and venturi effect) to reduce winter wind effects on pedestrians

·         Commercial and high density residential parking areas should consider green storm water techniques such as rain gardens

 

5.  Waterfront Mixed Use

The south portion of Founders Landing

 

Principles

·         An “extension of downtown” and “appearance of traditional brownstones” (The Urban Project proposal)

·         Buildings oriented to street

·         Parking underneath residential structures

·         3 story max on structures

 

6.  Waterfront Recreational

The shoreline area east of the bike path dedicated to public recreational use

 

Principles

·         No private development permitted

 

 

7.  Power Plant District

The BLP Power Plant
